AI Power Is Now a Business Capacity Decision: What CEOs and CIOs Need to Know About Megawatts, Cooling, and Community Approval

This article argues that AI infrastructure capacity is no longer measured by GPU count alone. A reserved accelerator becomes usable production capacity only when the organization also provides rack power, cooling, network/storage throughput, facility headroom, grid/on-site generation, permits, water strategy, operational support, and community acceptance. The practical CIO model is to treat AI capacity as a chain of constrained gates, where the lowest gate sets the real ceiling. It highlights DOE data center energy projections and FERC directives, emphasizing that power availability and community scrutiny are now defining constraints. CEOs and CIOs must integrate workload placement, data-center sourcing, sustainability, and community engagement into capacity decisions.
