Prompt Engineering as an Operating Model: Versioned Prompts, Evaluation, and Governance

This article argues that prompt engineering should be treated as an enterprise operating model, not just clever wording. It emphasizes that prompts influencing production behavior—such as customer responses, tool use, routing, or security—must be managed like code: with ownership, versioning, review gates, evaluation tests, deployment controls, monitoring, and rollback. It introduces a prompt lifecycle and a risk map categorizing prompts by risk level, from low-risk personal use to critical privileged actions. The article provides practical guidance for implementing governance to maintain control over AI behavior in enterprise settings.
