Agent Package Manager for AI Azure Engineering

This article introduces Agent Package Manager (APM), a dependency manager for AI agents, addressing the chaos of scattered agent configurations in development teams. APM uses an apm.yml manifest to declare skills, prompts, instructions, plugins, and MCP servers, with apm.lock.yaml for reproducibility and apm-policy.yml for governance. It highlights benefits for Azure engineering, where multiple AI tools (GitHub Copilot, Claude Code, Cursor) and MCP servers (Microsoft Learn, Azure, Foundry) are common. APM enables declarative management, auditability, and policy enforcement, making agent setups consistent and reviewable.
